CMMI for small businesses: is it worth it?

Small firms ask this constantly, usually while staring at a solicitation that says “CMMI ML3 required.”

The honest math

A 20–30 person firm targeting ML3 should budget roughly $60,000–$125,000 all-in (planning estimate): a $30,000–$50,000 appraisal fee plus proportionally smaller consulting and training. That's real money for a small firm — roughly one senior hire's annual cost.

When it's worth it

  • A specific pipeline requires it. If $2M+ in proposals over the next 18 months needs ML3, the ROI is obvious.
  • Prime teaming. Primes selecting subcontractors weight published ratings heavily — it's often the tiebreaker.
  • Acquisition positioning. Rated small firms command credibility premiums with acquirers.

When it's not

Commercial-only customer base with no process-maturity requirements; founder-led delivery that works; pipeline that doesn't reward it. In that case, adopt the practices (planning, measurement, retrospectives) without paying for the rating — the improvement is free, the certificate is what's expensive.
